Dear Dr. Nagano

Thank you for the warm words regarding the First United Nations Conference on Space Law and Policy which took place in Moscow this September. It was a pleasure having you among the participants. Just like you, all the Russian co-conveners enjoyed partnering with the United Nations Office for Outer Space Affairs and benefited from it. We look forward to still further enhancing partnership with OOSA.

I fully appreciate the moral motivation behind your proposal to promote the theme of “United Humanity of the Universe”. Space activities should, indeed, be driven by interests of all – i.e. by the interests of the whole humankind. Meanwhile, to stay this noble course would still mean, that States should behave accordingly in many practical aspects, in particular, in the way they tackle major outstanding space-related issues, such as space safety and security, space exploration and innovation bearing in mind the goals of sustainable development. My country supports efforts to achieve, to the extent practicable, the commonality of interests of States in outer space.
